TXM Solutions helps you hire employees in Belgium without setting up your own local entity. We support employment contracts, onboarding, payroll, statutory benefits and ongoing HR administration, while you guide your team’s daily work.
TXM Solutions supports your Belgium hiring needs from initial review to onboarding and ongoing employment administration. This can suit a first hire, a small local team, a market test or an employee relocation where the appropriate employment and immigration routes are available.

We arrange the approved documents and registrations through the employing entity; you manage the employee’s day-to-day work.
Belgian employment requirements depend on the actual work, the employing entity, the applicable joint committee and, for some matters, the employee’s region. A Belgian EOR arrangement needs these details before a start date or fixed price is promised.
| Decision factor | TXM Solutions EOR service | Own Belgian entity |
|---|---|---|
| Local company for the client | Generally unnecessary for a suitable EOR arrangement | Incorporation or other local setup required |
| Legal employer | Local employing entity under the confirmed arrangement | Your Belgian entity |
| Employment administration | Provided through the EOR service | Managed by your company or its providers |
| Initial setup | Can be quicker after role and worker checks | Company registration and employer setup first |
| Typical fit | First hires, market testing and smaller teams | Sustained presence and larger long-term operations |
| Cost pattern | Employment costs plus an EOR service fee | Setup and recurring legal, payroll and operating costs |
An EOR arrangement does not resolve every corporate tax, permanent establishment or regulatory question. Obtain advice for your business activities in Belgium.
Budget for gross salary, employer social contributions, statutory and sector-specific benefits, any agreed supplementary benefits, payroll-related costs and the EOR fee. Some entitlements depend on the joint committee and individual circumstances.
TXM Solutions can provide an itemised estimate once the role and work location are known. We do not quote a flat total before reviewing the relevant requirements.
Request an itemised quote →Tell us where the employee will normally work. TXM Solutions will assess the relevant employment, language and immigration considerations for that location.
The contract label alone does not determine whether a worker is genuinely self-employed. The actual relationship, including authority, working arrangements and economic independence, matters. If the person will function as an employee, discuss a compliant employment route before engaging them as a contractor.
A suitable EOR arrangement can allow a foreign company to engage an employee through a Belgian legal employer without incorporating its own Belgian company. The structure should be checked for the specific role and sector.
The local employing entity named in the Belgian employment contract is the legal employer. TXM Solutions provides your EOR service and confirms the employing arrangement for the proposed hire.
Yes. Belgian payroll administration is included in TXM Solutions’ EOR service. The scope, pay cycle and employing entity are confirmed for each hire.
Dimona is an employer notification of the start or end of employment, while DmfA is a periodic social security declaration. Their handling depends on the actual employer and applicable arrangement.
Timing depends on review of the employing arrangement, contract, payroll cut-offs, required documents and right-to-work status. A single permit case can take substantially longer than an already-authorised local hire.
Work authorisation is a separate assessment. For a non-European worker staying to work more than 90 days, a single permit may be required. Availability depends on the worker, role, region and the confirmed employing arrangement.
The role’s sector or joint committee, working schedule, contract and other circumstances can affect minimum pay, premiums and benefits. An itemised quote should reflect those requirements.
An EOR arrangement uses a local employing entity to hire a worker for a client. A PEO generally provides HR services to an employer that already has its own local employing entity; the exact legal model should be checked.
Share the role, work region, salary and expected start date. TXM Solutions will review your requirement and provide a clear employment cost estimate.
