What is an Employer of Record in Oman?

An Employer of Record is a locally authorised employer that employs a worker for an agreed client assignment. The EOR administers the employment relationship, while your company directs the employee’s daily responsibilities and performance.

A suitable arrangement can support hiring without establishing your own Omani employing company. The local employer’s permissions, the proposed assignment and the employee’s eligibility must all fit the applicable requirements.

When could an EOR fit your business?

  • Exploring Oman with a small initial team.
  • Employing a specialist for an approved assignment.
  • Supporting regional expansion from the UAE or overseas.
  • Managing local employment while your team focuses on delivery.

Country-specific requirements

What should employers check before hiring in Oman?

Oman’s Labour Law, issued under Royal Decree 53/2023, sets key employment standards. Confirm the requirements that apply to the employing entity, occupation and employee.

RequirementWhat to plan for
Working hours Generally up to 8 actual hours daily and 40 weekly, excluding breaks. Muslim workers have reduced limits during Ramadan. Exceptions and overtime need separate review.
Annual leave At least 30 days of paid annual leave, ordinarily taken after six months of employment.
Omanisation Requirements depend on the sector, activity and occupation. Some roles are reserved for Omanis; check the current rules for the proposed hire.
Work permits and visas Foreign hires generally need Ministry of Labour permission and an employer-sponsored work visa issued by the Royal Oman Police. The occupation on the permit and visa must match.
Payroll and WPS Confirm local bank payment arrangements and the employing entity’s applicable Wage Protection System obligations.
Employee exit Review the contract, lawful termination process, outstanding pay, unused leave and applicable end-of-service or social protection obligations before offboarding.

Check the role before promising a start date

An EOR arrangement still requires the appropriate employment permissions. A proposed expatriate hire must be assessed against occupation restrictions and the employing entity’s approvals.

Your questions answered

EOR in Oman: frequently asked questions

Can a foreign company hire in Oman without its own local entity?

A suitable EOR arrangement may allow your company to employ through an authorised local employer. Confirm that the employer’s permissions cover the role and assignment. Separate requirements for your company’s business activities may still apply.

Can an EOR hire both Omani and expatriate employees?

This depends on the local employer’s permissions and service scope. Expatriate hiring requires an additional assessment of occupation eligibility, Omanisation and applicable work and immigration approvals.

Does an EOR remove Omanisation requirements?

No. The employing entity must meet the applicable Omanisation requirements. Using an EOR does not make a restricted occupation available to expatriates.

How quickly can an employee start working in Oman?

Timing depends on the employer setup, role eligibility, documents, contract approval and any required work permissions. Confirm the achievable start date after reviewing the proposed hire.

Who manages the employee’s everyday work?

Your company sets daily responsibilities, objectives and performance expectations. The local employer handles formal employment administration according to the agreed arrangement.

Is an EOR the same as payroll outsourcing?

No. A payroll provider processes salaries for an existing employer. An EOR is the legal employer named in the employment agreement and has broader employment responsibilities.

What is the difference between EOR and PEO services?

An EOR provides the legal employment arrangement. A PEO generally supports HR and payroll for a client with an existing employing setup. Confirm who will legally employ the worker, as service labels and structures vary.

What happens when the assignment ends?

The local employer follows the applicable employment process and calculates the final settlement. Contract terms, notice, leave balances and statutory obligations should be reviewed before communicating an exit decision.
